World Bank Global Partnership for Enhanced Social Accountability (GPESA)
In April 2011, the World Bank Group (WBG) has launched consultations for a new Global Partnership for Enhanced Social Accountability (GPESA).
The objective of the Partnership is to strengthen beneficiary feedback and participation by supporting civil society capacity to engage with governments and improve development effectiveness. The Partnership will focus on supporting civil society capacity-building, networking, and operational activities in the area of social accountability.
The Partnership is being analysed in response to the evidence that development outcomes can be improved by involving beneficiaries in the phase of designing, implementing, monitoring the projects. World Bank President Robert Zoellick in a speech delivered on 6 April 2011 called the Bank to study new measures to enhance the capacity of CSOs working on accountability and transparency of the Bank’s service delivery.
As a result, a series of early discussions with numerous CSOs were held between April and November 2011, resulting in the setting of preliminary concepts and principles to shape the proposed Partnership.
The WBG is currently holding public consultations - from January to June 2012 - among civil society and multiple stakeholders (multilateral and bilateral organisations, governments, private sector and others). During the first phase of consultations through February, the WBG has collected the feedback on overall concepts and principles. A second phase of consultations from May - June will focus on the operational details of the new facility to involve CSOs in the WB programming.
